MASTER PLAN UPDATE
Liberty University
Lynchburg, Virginia

MMM validated and updated the Conceptual Master Plan for the orderly and effective growth of the university enrollment from 5,000 full-time resident students to 10,000. This plan was developed after extensive interviews with staff, faculty, and students, to determine the academic, spiritual, and co-curriculum vision of the university. A design workshop presented alternatives and concepts, together with the costs and benefits of each.

The plan included impact of growth and alternate concepts for student housing, transportation, and utilities. The master planning process also included an examination of the opportunities for growth beyond the existing 170-acre campus to include a property across a major state highway. Through examination of walking times, MMM was able to create a remarkable new growth pattern for the university, which provided a more comprehensive focus on student activities, including the academic cluster, attractive clustering of student housing, an administrative area, and dispersed athletic opportunities. This approach allowed consideration of an additional 1,000 acres for campus growth across the highway, accompanied by significant cost avoidance.

To achieve this result, MMM examined various alternative pathways, landscaping, topographic opportunities, utility systems, pedestrian and vehicle movements, traffic flow and parking strategies, and future building sites. Interface with local authorities and community impact were considered. Cost projections and prioritized implementation plans were presented.
