An urban center was selected as the centerpiece for all of Oyster Point. This allowed for the dynamic planning of a Class “A” office complex to upgrade the original Class “B” office and industrial development.

Part of the design included a “Fountain Plaza”, which serves as the focal point of the project, which is intended to become the new downtown of Newport News.

The scope of services included utilities planning, corridor and roadway alignment studies, preliminary engineering, final design, contract documents, and construction administration for the 133-acre Oyster Point site. The project included approximately 1.3 miles of new urban four-lane divided highway, a curb and gutter roadway section with storm drainage modeling for modifications to existing retention basins and canals, and bridging the existing retention basins within the corridor.
