For this marine industrial facility, MMM Design Group was commissioned by Earl Industries to prepare an updated development plan (master plan) for a 22-acre parcel being purchased from the City of Portsmouth as well as for 66 acres of the former Moon Engineering Facility and adjoining commercial property and marina. Envisioned for the development was a new five-story office building of 72,000 square feet on the existing Earl Industries property that required a building footprint of 13,300 square feet and a surrounding pedestrian plaza and major native plantings to unify the site and the environment.

Other services included topographic and hydrographic surveys, demolition of existing buildings, utility relocation, new water and fire services, paving, stormwater management, and grading and drainage plans. An extensive planting plan included use of native plants throughout parking lots, storm drainage basins and around the new office building. Heavily planted bioretention filters were incorporated in parking lot islands to pre-treat runoff before reaching the detention basin thus improving water quality by the reduction of runoff pollutants.
