MMM Design Group was retained by HRSD to develop a Master Plan and to identify and resolve space programming issues through a thorough analysis of the space needs for four (4) organizational divisions occupying the Southside Campus which includes the Customer Service Building – Engineering, Operations, Water Quality, and Finance & Administration. The first goal of this planning study was to develop a space program that delineates current, short-term and long-term space needs; incorporating existing requirements and special criteria for new spaces. The second goal was to develop a campus Master Plan which will serve as the blueprint for future growth and expansion at the Southside Campus. MMM created concept diagrams to educate HRSD decision makers on direction to proceed with improvement projects for the two buildings subject to this study.

The project included programming, design, and contract administration for the renovation of the 20,000 square foot Operations Center and the 20,000 square foot Finance Building in Airport Industrial Park in Virginia Beach. MMM presented its findings to HRSD’s Quality Steering Team Committee. The committee is currently evaluating our findings and MMM is awaiting feedback for design direction.
